About This Location

SH23 is the only road in and out of Raglan, a 42 km stretch of two-lane highway connecting Hamilton to the coast that locals call "the road to Raglan." It's popular with surfers and day-trippers, but the winding hill section known as "the deviation" has a grim track record. In the decade to 2016, 10 people died and 64 were seriously injured on this road, with speed a factor in nearly half of all crashes and alcohol involved in 47%. Head-on collisions from drivers crossing the centreline accounted for 40% of the serious and fatal crashes. Community feedback during a Waka Kotahi speed review was blunt: residents reported feeling "monstered" by tailgating and dangerous overtaking on the drive to and from Hamilton, and everyone agreed the 100 km/h limit through parts of the route was too high. The camera went in around 2018 as part of a $10 million national rollout of digital cameras at high-risk sites, and Waka Kotahi has since spent $13.2 million on barriers, rumble strips, and intersection upgrades along the corridor.
