This camera sits on Wainuiomata Road near the Gracefield industrial area in Lower Hutt, right where the 50 km/h urban zone gives way to the 80 km/h open road heading up Wainuiomata Hill. It was one of the first digital speed cameras in the Wellington region, going live in late 2014 as part of a $10 million upgrade that replaced the old wet film technology with second-generation digital units. The placement has drawn complaints from local drivers, with one letter to the Dominion Post calling it "almost entrapment" because it's positioned where the dual carriageway opens up and people naturally start to accelerate before the hill climb. Over the decade before the camera went in, police counted 168 speed-related crashes along this stretch, including one death and 53 injuries. Wainuiomata Road is the only way in and out of the valley for the suburb's roughly 18,000 residents, so it carries heavy commuter traffic on its four lanes every day.
