This camera anchors the Karaka end of the Glenbrook Road East average speed zone, one of two point-to-point pairs NZTA activated on Glenbrook Road on June 23, 2026. It sits on a 19-kilometre stretch of Glenbrook Road and Glenbrook-Waiuku Road linking Waiuku to the Paerata Rise development, a corridor that now carries two average speed camera pairs plus an existing fixed camera. Each average speed pair costs NZTA roughly $2 million to install. The road has a rough crash record behind it. Franklin Local Board member Gary Holmes dug into Waka Kotahi's Crash Analysis System data from 2000 to 2026 and counted 639 crashes across Glenbrook Road and Glenbrook-Waiuku Road combined. Deaths and serious injuries actually edged up over that time, from 15 to 17, even as the total crash count fell. Holmes wanted a road safety audit done, covering shoulder width and drainage, before NZTA added four more cameras to the corridor. NZTA activated them on schedule anyway.

Unlike spot speed cameras, you cannot simply slow down at the camera location -- your average speed over the entire corridor must be within the speed limit.
